From 01 October 2018 ANY product that connects to the Indian Telecom Network ( smartphones, IoT devices, Infrastructure) have to be certified to Indian TEC ( Telecom Engineering Centre) Essential Requirements ( standards etc.)
MTCTE – Mandatory Testing and Certification of Telecom Equipment in TEC website covers the ground.

The Indian Telegraph (Amendment) Rules, 2017, provides that every telecom equipment must undergo prior mandatory testing and certification. The detailed procedure for Mandatory Testing and Certification of Telecom Equipments (MTCTE) under these rules shall be notified separately. The testing is to be carried out by Indian Accredited Labs and based upon their test reports, certificate shall be issued by TEC. A separate portal is being developed for online administration of this procedure.
Those start-ups ( end user products, suppliers to OEMs, SIs etc) importing from other countries would need to ensure compliance to the above.
