Interesting reading the UK being sued on Air Pollution by EU.
Air Pollution in India causing deaths like in UK may not be unusual. Especially workers in construction industry end up with lung issues.
Attributing cause is difficult when multiple factors interact non linearly and with different time delays best understood thru https://en.m.wikipedia.org/wiki/Beer_distribution_game . So public policy and legal approach needs to move away from controlling inputs to encourage and incentives for reducing outcome by experimenting different methods. Vertical Urban forests? Desert Sand coagulation ? Biomass burning ? The Biz model should include partial subsidy from government, CSR funds and polluter pays also
